Local Assistance Division - Qualification Program
In an effort to continue to help localities successfully administer transportation projects, in 2019 the Virginia Department of Transportation (VDOT) established the Locally Administered Projects Qualification Program.
As a Federal Highway Administration Everyday Counts (EDC) supported program, the Qualification Program provides a consistent method of determining a locality’s readiness to administer federal projects. The program focuses on federally funded projects and all localities that administer a federal project are required to have at least one full-time staff member that has completed the Qualification Program.
The Qualification Program includes a set series of on-line training modules and a classroom session that provide a high-level overview of the federal requirements for locally administered projects. In order to be considered "Qualified", the full-time staff member must complete all on-line training modules, a classroom session & pass the final exam. The "Qualified" status is good for a three-year period from the date of completion.
In order to maintain a "Qualified" status, certificate holders must take the re-qualification course, which is a set of on-line training modules with quizzes. Certificate holders will be notified by email roughly one month prior to their certificate expiration date. All certificate holders have 30 days to complete a self-paced eight-to-ten-hour session which includes lectures, video, quizzes and resource links. Certificate holders that fail to meet the completion deadline will lose their "Qualified" status. If they wish to regain their "Qualified" status, they will need to retake the entire Qualification Program.

The Qualification Program is only open to local governments, planning district commissions, and consultants.
