2023 VDOT Materials Certification Schools (MCS)

VDOT MCS’s purpose is to provide knowledge and practical-based training in materials technology to Virginia’s highway construction workforce. This training is accomplished through partnerships with the Virginia Education Center for Asphalt Technologies (VECAT), Germanna Community College (GCC), and the Community College Workforce Alliance (CCWA). VDOT is the certifying body for all material certifications.

We encourage you to plan early and allow ample time to meet all the requirements needed for initial certification and/or recertification. 

How to Attain Certification: 

VDOT’s Asphalt based MCS courses are delivered through Germanna Community College (GCC).  Please visit Germanna Community College’s website for registration and scheduling information. Please contact Judith Calvert, at 540-937-6757 if you need more information.

  • Asphalt Field Level 1 and Level 2
  • Asphalt Plant Level 1 and Level 2  *See Note 1 below.
  • Asphalt Plant Mix Design  *See Note 1 below.
  • Cold Asphalt Recycling Field
  • Cold Asphalt Recycling Plant
  • Full Depth Reclamation (FDR)
  • Slurry Surfacing
  • Surface Treatment

Note 1: This course has a written exam and a hands-on proficiency; both must be accomplished in the same calendar year to attain certification.

VDOT’s non-asphalt MCS courses are delivered through Community College Workforce Alliance (CCWA). Please visit CCWA’s Materials Courses website for registration and scheduling information. Please call 804-523-2290 or 804-523-2292 if you need more information.

  • Soils and Aggregates Compaction  *See Note 1 below.
  • Concrete Plant
  • Central Mix Aggregate Plant  *See Note 1
  • Pavement Marking *See Note 2 below.

Note 1: This course has a written exam and a hands-on proficiency; both must be accomplished in the same calendar year to attain certification.

Note 2: This is a self-study course consisting of two tests; both must be passed to attain certification. 

Concrete Certification:

To test concrete on VDOT projects, inspectors must have a current certification from one of the following:

  • WACEL Concrete Level I
  • NICET Construction Materials Testing Level II Certification in Concrete

You must email proof of your concrete certification to our staff at materialscertification@vdot.virginia.gov and request that it be posted to your transcript.

Note: The former VDOT Concrete Field course is no longer needed to become certified. 

Showing Proof of Certification:

Once you’ve completed your course(s), the college will share your testing results with us, and we will assign them to your VDOT University transcript. This process can take up to 30 days.

Your VDOT University Transcript is your official proof of certification. This Job Aid provides instructions for viewing or printing your transcript.   VDOT no longer issues certification cards. 

Maintaining Your Certification

You must complete all certification requirements every five years to maintain your certified status.

Example: If your original certification date is September 22, 2019, your certification will expire on December 31, 2024, unless you retake and pass all the certification requirements. 

Certification Reciprocity Information:

NICET Construction Materials Testing Level II Certification in Soils is a suitable substitute for the VDOT Soils and Aggregate Compaction certification.  

VDOT does NOT accept certifications issued through MARTCP (Mid-Atlantic Regional Technician Certification Program). You can follow this link for more information - 2013 Program Changes (PDF)
