Project Development Process

The project development process guides the Virginia Department of Transportation's (VDOT) preliminary engineering process.

It establishes guidelines for increased involvement of all stakeholders in the project lifecycle, with the goals of improving project coordination and communication, and ultimately improving the quality of the design-construction process.
