Location and design public hearing

A public hearing about this project is scheduled for Thursday, Dec. 14 from 5 to 7 pm. The meeting will be held at the Best Western Plus Crossroads Inn & Suites, 135 Wood Ridge Terrace, Zion Crossroads, VA 22942. Project description

With this SMART SCALE project, VDOT proposes to reconstruct the intersection of U.S. 250 (Richmond Road) and Route 631 (Troy Road) as a single-lane roundabout. At the existing intersection, traffic turning from Route 631 onto U.S. 250 is controlled by a stop sign.

According to a 2021 traffic count, approximately 2,000 vehicles use this segment of Route 631 per day. The average daily traffic on this stretch of  U.S. 250 is 3,700 vehicles.

Benefits 

This project will improve safety at the intersection by eliminating left-turn movements across traffic traveling at speed on U.S. 250. It will also eliminate the "blind spot" for drivers turning from Route 631 created by right-turning vehicles on U.S. 250. Those vehicles momentarily obscure other vehicles in the travel lane.

According to crash data recorded between 2012 and 2016, there were six crashes within the intersection area. All six crashes were due to left-turn maneuvers from U.S. 250 and Troy Road. Of these, two crashes resulted in injuries.

To improve motorist safety and traffic efficiency at this location, the project will reconstruct the intersection as a single-lane roundabout. Roundabouts are designed to remove conflicts that arise from left-turn movements at traditional stop-controlled intersections. They are also proven to reduce crash frequency by about 80 percent as well as crash severity.
