Proposed: Fredericksburg District Design-Build Bridge Contract: Multiple Structures

Three bridge replacements and one bridge superstructure replacement are being bundled to be advertised as a single design-build project within VDOT's Fredericksburg District. 

The four bridges are:

• Route 695 over Oyster Creek, Lancaster County (bridge replacement) UPC 118287
• Route 17 northbound over Dragon Run, Gloucester and Middlesex counties (bridge replacement) UPC 118288
• Route 207 northbound over the Mattaponi River, Caroline County (superstructure replacement) UPC 118289
• Route 614 over Exol Swamp, King and Queen County (bridge replacement) UPC 121582

A Notice of Willingness has been posted for these four bridges from August 7-22, 2023. 

Route 695 (Windmill Point Road) over Oyster Creek

During construction, Windmill Point Road would be reduced to a single travel lane. Traffic would cross Oyster Creek using a temporary single-lane bridge, with temporary traffic signals controlling one-way, alternating traffic. VDOT is replacing the existing bridge to improve the condition of the Oyster Creek crossing.

Route 17 Northbound over Dragon Run

During construction, the bridge over Dragon Run on Route 17 northbound would be closed. Northbound traffic would be diverted to cross the Route 17 southbound bridge over Dragon Run, with a single northbound and southbound travel lane sharing the southbound bridge. VDOT is replacing the existing bridge to improve the condition of the northbound Dragon Run crossing. The new bridge will be raised to an elevation similar to the Route 17 southbound bridge over Dragon Run.

Route 207 Northbound over Mattaponi River

During construction, Route 207 northbound would be closed at the Mattaponi River. Northbound traffic would be diverted to cross the Route 207 southbound bridge over the river, with a single northbound and southbound lane of traffic crossing the southbound bridge. The project would improve the condition of the northbound Mattaponi River bridge by replacing its beams, deck, travel surface and rails. The project would also repair the bridge’s substructure.

Route 614 (Rock Spring Road) over Exol Swamp

During construction, Rock Spring Road would be closed at Exol Swamp and traffic would be detoured along a route of 11.8 miles. VDOT is replacing the existing bridge to improve the condition of the Exol Swamp crossing.
