Studies: Route 639 (Salem Church Road) Study

This Strategically Targeted Affordable Roadway Solutions (STARS) study is assessing multimodal safety and operational conditions along approximately 1.5 miles of Salem Church Road (Route 639) between Route 3 (Plank Road) and Route 620 (Harrison Road) in Spotsylvania County.

Salem Church Road provides an important north-south connection between Plank Road and Harrison Road.

A number of safety issues have been identified along the corridor, and traffic congestion exists at the Plank Road and Harrison Road intersections.

The study will consider and develop potential safety and operational improvements for all users in the study area and develop cost estimates for the preferred alternatives.

The study will not set construction dates for any of the alternatives. The purpose of this study is to develop proposed improvements that the locality can pursue for funding, such as through Virginia's SMART SCALE program, and to consider including in its comprehensive plan.

Major Milestones 

Work on this study began in summer 2023 and will conclude in summer 2024.

Two online surveys will be conducted as part of this study.

A survey was offered at the beginning of the study, from September 22-October 6, 2023.

A survey will be offered again in winter-spring 2024 once proposed improvements are developed.
