About the Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing operational and safety conditions at the intersection of Route 17 (George Washington Highway) and Route 239 (Victory Boulevard) in Portsmouth.
The study limits include Victory Boulevard from Bird Lane to Stevens Place and Route 17 from Norfolk Southern Railroad to Gills Road.
Ultimately, the study will propose improvements designed to mitigate safety issues, improve traffic operations and alleviate congestion.
Improvements being considered include:
- Optimized traffic signal timing/operations;
- Innovative intersections;
- Access management; and
- Pedestrian/bicycle facilities.
