About the Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing the operational and safety conditions and propose improvements that can be incorporated into the Virginia Department of Transportation’s Six-Year Improvement Program (SYIP). This study will propose alternatives and technical solutions to mitigate the safety issues and to improve traffic operations and alleviate congestion.
This study is assessing potential improvements at the Virginia Beach Boulevard and Kempsville Road intersection. It includes the intersections of Burling Avenue and Winburne Lane.
The Virginia Beach Boulevard/Kempsville Road intersection is heavily congested and has a documented crash history. The intersection is signalized with left turn lanes in all directions and parallel frontage roads on both sides of Virginia Beach Boulevard.
Improvements being considered include repurposing the existing frontage roads, new turn lanes, signal adjustments, and pedestrian/bicycle enhancements.
