About the Study
State legislation (Code of Virginia, Section 33.2-257, formerly 33.1-13.03:1) directed VDOT to work with the Commonwealth Transportation Board (CTB), the Department of Rail and Public Transportation (DRPT), and the Northern Virginia Transportation Authority (NVTA) to evaluate and rate at least 25 significant transportation projects in and near the VDOT Northern Virginia District.
Each project’s evaluation and rating is based on the project’s expected impact on reducing congestion, and to the extent possible, the project’s expected improvement in regional mobility during a homeland security emergency. The significant transportation projects evaluated include highway, mass transit and technology projects.
VDOT will publicize the quantitative congestion ratings determined for each project on its website and complete the evaluation at least once every four years.
VDOT initiated the first study under this law in September 2013 with the awarding of a contract to a group of consultants led by AECOM Technical Services, Inc. The first set of project ratings were published in January 2015.

NVTA staff, in coordination with VDOT and the Virginia Department of Rail and Public Transportation, evaluated 60 projects submitted by local governments as candidates for funding in the NVTA FY 18-23 Six Year Program. In creating the Six Year Funding Program, the NVTA considered the draft ratings, as well as other criteria such as congestion reduction relative to cost, qualitative considerations such as geographic and modal balance, funding leverage, and public comment. Originally, 62 projects were to be considered; however, two WMATA projects, Metrorail Automatic Train Control (ATC) Power Rehabilitation and Wayside Communications, as well as the Blue/Orange/Silver Corridor Capacity and Reliability improvements/New “Blue Line” Alternatives Analysis and Project Development were withdrawn by WMATA.
