Assessing improvements between Plaza Street and the Route 15 Bypass in the Town of Leesburg

This STARS (Strategically Targeted Affordable Roadway Solutions) study assessed potential operational, safety and accessibility improvements for half a mile of Route 7 Business (East Market Street) between Plaza Street and the Route 15 Bypass in Leesburg. The final report (the appendices are available by request) was published in June 2023.
The final report's recommended improvements include:
- Plaza Street intersection: Adding a dedicated westbound Route 7 Business right-turn lane, straightening the crosswalk along the eastern side of the intersection and installing additional crosswalk lighting
- Fort Evans Road intersection: Reconstructing the channelizing island at the northeast corner of the intersection, installing additional crosswalk lighting and adding pedestrian signs
- Eastbound Route 7 Business to Northbound Route 15 Bypass intersection: Installing/enhancing signs, pavement markings and lighting
- Westbound Route 7 Business at Route 15 Bypass: Shifting the start of the westbound 35 mph speed limit zone and adding warning signs for a transition zone to 25 mph
Route 7 Business averages about 30,000 vehicles a day within the study limits.
