Enhancements at the Russell Road/Route 1 interchange in Prince William County
About the Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study assessed potential safety and operational improvements for the Russell Road and Route 1 interchange. The final report was released in May 2021.
The interchange experiences frequent backups, especially on weekdays during peak commute hours. Additionally, rerouted traffic during I-95 incidents compound the congestion. These backups are contributing factors to crashes in the area.
The recommended Russell Road and Route 1 interchange improvements include:
Intersection of Russell Road and ramps west of Route 1:
- Widening Russell Road from two to four lanes in the area of the intersection.
- Installing a traffic signal at the intersection.
- Adding a second left-turn lane on the southbound Route 1 ramp to westbound Russell Road.
- Converting the free-flow right turn to a signalized right-turn lane on the southbound Route 1 ramp to eastbound Russell Road.
Intersection of Russell Road and ramps east of Route 1:
- Widening Russell Road from two to four lanes in the area of the intersection.
- Installing a Continuous Green-T signal allowing continuous eastbound traffic along Russell Road.
- Adding a second left-turn lane from northbound Route 1 to eastbound Russell Road.
- Converting the free-flow right turn to a signalized right-turn lane on the northbound Route 1 ramp to westbound Russell Road.
Russell Road over Route 1:
- Constructing a new two-lane bridge for eastbound Russell Road traffic and converting the existing bridge to two lanes of westbound Russell Road traffic
Please note that this study does not set construction dates for any improvements, but develops proposed improvements that localities can pursue for funding and consider including in their comprehensive plans
