This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing potential safety and operational improvements for the interchange and as follow up on the I-95 Corridor Improvement Plan aimed at improving travel along I-95 in Virginia. Virtual public involvement occurred March 29 - April 19, 2021, watch the video, view the draft alternatives and read more in the news release.
There are significant backups and congestion during morning and evening peak periods.
The study is assessing reconfiguring ramps, extending lanes, modifying and relocating traffic signals, access management, and pedestrian, bicycle and transit enhancements to improve traffic flow and safety.
At the interchange, I-95 averages about 232,000 vehicles a day and Route 123 (Gordon Boulevard) averages about 71,000 based on 2019 data.

Route 1 and Route 123 Intersection
This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing potential safety and operational improvements at the intersection. While the recent Route 1 widening project has improved conditions along Route 1, the intersection at Route 123 is expected to experience higher traffic volumes in the future. The study is assessing connecting Route 123 and Belmont Bay Drive to reduce traffic at the Route 1 and Occoquan Road intersection, constructing a partial or full grade-separated interchange, and pedestrian, bicycle and transit enhancements to improve traffic flow and safety.
At the intersection, Route 123 averages 19,000 vehicles a day and Route 1 averages 39,000 based on 2019 data.

At the intersection, Route 123 averages 71,000 vehicles a day and Old Bridge Road averages 45,000 based on 2019 data.
