Goochland - I-64 & VA 623/Ashland Rd Interchange Access Study
Study Details
I-64 Exit 173 (VA 623 – Ashland Road) is in Goochland County, on the west side of the Richmond Metropolitan Region. The study interchange is located two miles west of Exit 175 (SR 288), six miles east of Exit 167 (SR 617), and approximately one mile north of the US 250 / SR 623 intersection. This Interchange Access study will evaluate potential improvements for the Exit 173 interchange, including modified design of the ramps, crossroad, ramp termini, and Park and Ride lot configuration. The study will analyze the effects of the modified access within the influence area of the Exit 173 interchange, including on the I-64 mainline and on VA 623/Ashland Rd. The exact limits of the study are defined in the “Study Area” below.

Specific Project Needs to be Evaluated
Previous engineering studies have identified operational and safety deficiencies at I-64/VA 623/ Ashland Road. These deficiencies include extensive delays and queing at both ramp termini intersections, safety concerns at the interchange caused by the lack of turn lanes and vehicle queuing. Previous studies have evaluated and proposed different alternatives, including the signalization of the eastbound I-64 ramp intersection and the conversion of the existing diamond interchange to a Diverging Diamond Interchange (DDI). The goal of this IAR is to reevaluate interchange alternatives considering the most updated information, including development activity; travel and crash patterns; and physical and fiscal constraints.
