Study Details

I-64 Exit 173 (VA 623 – Ashland Road) is in Goochland County, on the west side of the Richmond Metropolitan Region. The study interchange is located two miles west of Exit 175 (SR 288), six miles east of Exit 167 (SR 617), and approximately one mile north of the US 250 / SR 623 intersection. This Interchange Access study will evaluate potential improvements for the Exit 173 interchange, including modified design of the ramps, crossroad, ramp termini, and Park and Ride lot configuration. The study will analyze the effects of the modified access within the influence area of the Exit 173 interchange, including on the I-64 mainline and on VA 623/Ashland Rd. The exact limits of the study are defined in the “Study Area” below.

Study Area

The study area includes the following:
  • I-64 from VA 288 at Little Tuckahoe Creek (Exit 175) to VA 612/Manakin Rd (Exit 167)
  • Includes the following interstate ramps
    • Exit 173 - I-64 Eastbound to VA 623/Ashland Rd
    • Exit 173 - VA 623/Ashland Rd to Eastbound I-64
    • Exit 173 - I-64 Westbound to VA 623/Ashland Rd
    • Exit 173 - VA 623/Ashland Rd to Westbound I-64
    • Exit 175 - I-64 Eastbound to Southbound VA 288
    • Exit 175 - VA 288 Northbound to I-64 Westbound
  • VA 623/Ashland Rd from US 250/Broad St to 950' north of Luck Stone Rockville Plant
  • Intersections
  1. SR 623 (Ashland Road) / US 250 (Broad Street)
  2. SR 623 (Ashland Road) / Plaza Drive
  3. SR 623 (Ashland Road) / SR 622 (Rockville Road)

Specific Project Needs to be Evaluated

Previous engineering studies have identified operational and safety deficiencies at I-64/VA 623/ Ashland Road. These deficiencies include extensive delays and queing at both ramp termini intersections, safety concerns at the interchange caused by the lack of turn lanes and vehicle queuing. Previous studies have evaluated and proposed different alternatives, including the signalization of the eastbound I-64 ramp intersection and the conversion of the existing diamond interchange to a Diverging Diamond Interchange (DDI). The goal of this IAR is to reevaluate interchange alternatives considering the most updated information, including development activity; travel and crash patterns; and physical and fiscal constraints.

This IAR will conduct an alternatives screening process that includes up to five (5) concepts for the I-64 / SR 623 interchange. These concepts will be compared to each other via high-level operational capacity, high-level safety performance, cursory environmental scan for “red flag” constraints, multimodal accommodation feasibility, general constructability, construction impacts, access management, and planning-level cost estimates. The alternatives screening process will identify two (2) preferred alternatives that will then be advanced to detailed evaluation. Detailed evaluation will include traffic operations modeling, detailed safety performance modeling, development of 10% roadway plans and cost estimates, and desktop environmental review.
