Secondary Street Acceptance Requirements - Chapter 382
§33.2-334 (formerly §33.1-70.3) of the Code of Virginia required the Commonwealth Transportation Board (CTB) to develop the Secondary Street Acceptance Requirements (SSAR). The SSAR supersedes the January 2005 edition of the Subdivision Street Requirements (SSR).
The CTB approved the SSAR at its meeting on Feb. 19, 2009. The regulation became effective upon its submittal to the Registrar of Virginia, which took place on March 9, 2009.
Developments initially submitted under the SSR may continue under those requirements if they meet the grandfathering provisions of the SSAR.
Subdivision Street Requirements
In 2005, the Virginia Department of Transportation (VDOT), working closely with an external subdivision street requirements advisory committee, completed the most comprehensive revision of the department’s Subdivision Street Requirements (SSR) since it was first adopted in 1949. At the time, the Subdivision Street Requirements governed the acceptance of subdivision streets into the secondary system of state highways for maintenance by VDOT.
Following a two-year review and revision process, under procedures prescribed by the Administrative Process Act, VDOT’s SSR went into effect Jan. 1, 2005.
In addition to major changes to the regulatory provisions of the SSR, design-related provisions were part of the department’s Road Design Manual (Appendix B).
