This project includes three bridge replacements, one culvert replacement and one bridge superstructure replacement. The five structures are being bundled for advertisement as a single design-build project. They are located in four different localities within VDOT's Staunton District.
The five structures are:
- (1) Rayon Drive over Jackson River, City of Covington
- (2) Route 159 (Dunlap Creek Road) over Dunlap Creek (Virginia Structure #1037), Alleghany County
- (3) Route 159 (Dunlap Creek Road) over Dunlap Creek (Virginia Structure #1039), Alleghany County
- (4) Route 39 (Mountain Valley Road) over Guys Run, Bath County
- (5) Route 707 (Red Banks Road) over the North Fork of the Shenandoah River, Shenandoah County
VDOT will hold a public hearing for the Rayon Drive bridge replacement. For the other four structures, VDOT will post a Notice of Willingness to Hold a Public Hearing.
Below are details about the four bridges and culvert, along with photos of each structure.
(1) Rayon Drive over Jackson River
VDOT will replace the existing bridge with a new bridge on a nearby alignment to improve the condition of the Jackson River crossing. The location is just south of the Rayon Terrace neighborhood, between West Jackson Street and West Edgemont Drive. This bridge replacement will allow the City of Covington to better market the area for economic development, and improve access for nearby residents. Rayon Drive will remain open during construction.

(2) Route 159 over Dunlap Creek (Virginia Structure #1037)
VDOT will replace the existing bridge between Route 717 (Boone Road) and Route 665 (Moss Run Road) to improve the condition of the Dunlap Creek crossing. During construction, Route 159 will be restricted to a single travel lane using a temporary traffic signal.

(3) Route 159 over Dunlap Creek (Virginia Structure #1039)
VDOT will replace the existing bridge between Route 311 (Kanawha Trail) and Route 717 (Boone Road) to improve the condition of the Dunlap Creek crossing. During construction, Route 159 will be restricted to a single travel lane using a temporary traffic signal.

(4) Route 39 over Guys Run
VDOT will improve the condition of the Guys Run Crossing between Route 690 (Windy Cove Road) and Route 688 (Wild Cat School Road) by replacing the existing culvert with a new one. During construction, Route 39 will be restricted to a single travel lane using a temporary traffic signal.

(5) Route 707 over North Fork of Shenandoah River
VDOT will replace the existing bridge superstructure to improve the condition of the North Fork of the Shenandoah River crossing. The location is between Mount Jackson and Edinburg, just east of the intersection with Route 11 (Old Valley Pike). During construction, Route 707 will be closed at North Fork of Shenandoah River. Traffic will be detoured along a route of approximately 8 miles.
