Heading to Virginia Beach from Richmond/Washington, DC
Toll Route: Take I-64 east to Exit 264 (I-664 south). Follow I-664 south through the Monitor-Merrimac Memorial Bridge-Tunnel to Exit 9 (Route 164). Follow Route 164 to I-264 east. I-264 east will take you through the Downtown Tunnel. Follow I-264 east to the Oceanfront.
To Avoid a Toll: Take I-64 east to Exit 264 (I-664 south). Follow I-664 south through the Monitor-Merrimac Memorial Bridge-Tunnel. Continue south until the I-64 Interchange. Follow I-64 west to I-264 east. Follow I-264 east to the Oceanfront.
Leaving Virginia Beach
Toll Route: From the Oceanfront, take I-264 west through the Downtown Tunnel/Norfolk/Portsmouth to Route 164 (MLK Expressway). Follow Route 164 to I-664 north. Take the Monitor-Merrimac Memorial Bridge-Tunnel and follow I-664 north until you rejoin I-64 west (Exit 1A off I-664 north).
To Avoid a Toll: From the Oceanfront, take I-264 west to I-64 east (Exit 14-A). Follow I-64 east to I-664 north (Exit 299-B). Take the Monitor-Merrimac Memorial Bridge-Tunnel and follow I-664 north until you rejoin I-64 west (Exit 1A off I-664 north).
Heading to the Outer Banks from points north/west
From I-64 east, take I-664 south (Exit 264). Follow I-664 through the Monitor-Merrimac Memorial Bridge-Tunnel. Take I-64 West (exit 15B off I-664 south) to Route 168 South/Chesapeake Expressway (exit 290-291 off I-64 west).
Leaving the Outer Banks to points north/west
Follow the Chesapeake Expressway (Route 168) towards Suffolk/Richmond. Take I-64 East to I-664 north (exit 299-B) follow I-664 north through the Monitor-Merrimac Memorial Bridge-Tunnel until you rejoin I-64 west (exit 1A)
