FREDERICKSBURG – David Beale, P.E., has been named Resident Engineer for the Virginia Department of Transportation (VDOT) Northern Neck Residency.

Beale will lead highway maintenance and operations, land use, emergency response and snow removal for more than 3,219 lane miles of state-maintained roads in the counties of King George, Lancaster, Northumberland, Richmond and Westmoreland.

He will oversee 89 employees and an annual maintenance and operations budget of $11.6 million and will serve as the primary local government liaison for all VDOT programs.

Beale is currently Assistant Resident Engineer for Land Use at VDOT’s Fredericksburg Residency, where he is responsible for reviewing all submitted plans for land development in Caroline, Stafford and Spotsylvania counties that connect with the state transportation system.

During 2019, he served as Acting Resident Engineer for VDOT’s Saluda Residency for several months, where he oversaw the response to Hurricane Dorian in the Middle Peninsula. 

“David brings two decades of transportation management and engineering experience to his next assignment serving the residents and travelers of the Northern Neck,” said Marcie Parker, P.E., VDOT Fredericksburg District Engineer. “His knowledge of road design and acceptance requirements, erosion and storm water management regulations and the permitting process make him an ideal candidate to lead VDOT’s programs and projects in the region.”

“I know he is ready to work alongside community leaders and private property owners to find solutions to their transportation challenges, and he will continue to provide outstanding customer service, promote economic development and enhance traveler safety in everything he does,” Parker said.

Prior to joining VDOT in 2012, Beale worked as a civil engineer in the private sector for more than a decade in the Fredericksburg and Richmond areas. Earlier in his career, he worked as a stormwater engineer for the Virginia Department of Conservation and Recreation in Tappahannock from 2000 to 2004.

Beale holds a bachelor’s degree in biological systems engineering from Virginia Tech. He has held a professional engineer’s license in Virginia since 2004. He is a 2018 graduate of the Transportation Construction Management Institute.
