WILLIAMSBURG/JAMES CITY COUNTY — The Virginia Department of Transportation (VDOT), along with locality study partners City of Williamsburg and James City County, will hold public information meetings on Monday, Sept. 19 and Tuesday, Sept. 20 for the Route 199 Project Pipeline Study.

The public is invited to attend in-person at the following locations to learn more about the preliminary transportation study assessing potential safety and operational improvements along Route 199 (Humelsine Parkway), between Brookwood Drive and John Tyler Highway (Route 5). The purpose of this study is to identify and analyze transportation issues along this corridor and its intersections, with a focus on congestion mitigation, safety improvements, and enhanced pedestrian, bicycle and transit access. This analysis of the Route 199 corridor also includes potential improvements at the Route 199 intersections at Brookwood Drive, Jamestown Road, and John Tyler Highway, as well as the John Tyler Lane/Strawberry Plains Road intersection at John Tyler Highway.

The purpose of the meeting is to give citizens an opportunity to review the study information via a formal presentation starting approximately 30 minutes after the start of each meeting, followed by breakout sessions facilitated by study representatives, as well as additional exhibits on display. Meeting materials will be available for review on the study website starting Sept. 19 at https://www.virginiadot.org/Route199ProjectPipeline.

This study is being conducted as part of a new program, Project Pipeline, that is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Project Pipeline is led by Virginia’s Office of Intermodal Planning and Investment (OIPI), in collaboration with VDOT and the Department of Rail and Public Transportation (DRPT). The Commonwealth is partnering with the City of Williamsburg, James City County, the Hampton Roads Transportation Planning Organization (HRTPO) and consultant Kimley-Horn to develop targeted improvements for the Route 199 Project Pipeline Study that minimize impacts to the community and address priority needs in a cost-effective way.

The potential improvements presented are only preliminary and are not scheduled or funded as a construction project at this time. The study partners may consider the improvements for possible advancement through future local, regional, state and federal transportation funding programs.
