GIVE INPUT ON MONTICELLO AVENUE/ST. PAUL'S BOULEVARD PROJECT PIPELINE STUDY

The Virginia Department of Transportation (VDOT) is seeking feedback on a transportation study assessing potential operational and safety improvements for Monticello Avenue/St. Paul’s Boulevard from East Charlotte Street to Church Street in the city of Norfolk.
The study will identify cost-effective preferred improvement alternatives that address the deficient conditions in the study corridor and prioritize safety for vulnerable users. A focus of the study is to provide enhanced pedestrian, bicycle and transit access as well as congestion mitigation and safety improvements. A focus on congestion relief is particularly centered at the southern end of the corridor related to the I-264 ramps and at the northern end in the vicinity of 26th Street and 27th Street.
VDOT invites residents and travelers to learn more and take an online survey through Sept. 20. Community input received through this survey will help the study team identify existing issues along the study corridor and develop recommendations for potential improvements that will be evaluated and presented during the next phase of the study, which will include another opportunity for public comment.

This study is being conducted as part of the Project Pipeline program, created by the Commonwealth Transportation Board (CTB). Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Project Pipeline is led by Virginia’s Office of Intermodal Planning and Investment (OIPI), in collaboration with VDOT and the Department of Rail and Public Transportation (DRPT).
The Commonwealth is partnering with the City of Norfolk, the Hampton Roads Transportation Planning Organization (HRTPO) and consultant Kimley-Horn to develop targeted improvements for the Monticello Avenue/St. Paul's Boulevard Project Pipeline Study that minimize community impacts and address priority needs in a cost-effective way. This study is expected to be complete in summer 2024; it does not set construction dates for any improvements. The potential improvements established during the studies are only preliminary and are not scheduled or funded as a construction project at this time. The final plan will provide a multimodal investment strategy that can be used to seek and secure funding through programs including SMART SCALE, revenue sharing, interstate funding, and others.
