VDOT Names New Northern Virginia District Engineer
Bill Cuttler, P.E. will lead projects and programs for more than 14,000 miles of roadway

FAIRFAX – Virginia Department of Transportation Chief Deputy Commissioner Cathy McGhee, P.E. announced today that Bill Cuttler, P.E. has been selected as the agency’s new Northern Virginia District Engineer.

“Bill's 36 years of experience in transportation, public works, and parks demonstrates his commitment to infrastructure that improves the quality of life of residents,” said VDOT Chief Deputy Commissioner Cathy McGhee, P.E. “His ability to manage not only the technical aspects of complex projects but also the critical relationships that are integral to delivering those projects is evident throughout his career and will continue to serve the residents of the Commonwealth well into the future.”

Cuttler will lead a talented team dedicated to serving 2.5 million residents of northern Virginia. He will be responsible for the construction, maintenance, operations, project development and business functions of more than 14,000 lane miles in the Northern Virginia District’s four counties: Arlington, Fairfax, Loudoun and Prince William, as well as VDOT-supported highways in nine cities and towns. 

“Northern Virginia is a great community to live, work, and play,” said Cuttler. “Our VDOT team is committed to further improve all modes of transportation and the quality of life for everyone.”

Most recently, he served as Deputy District Engineer overseeing construction, project development, and planning and investment management for a diverse portfolio of multimodal projects. His 23 years within VDOT also include leadership in the Northern Virginia District as the District Construction Engineer, Project Development Engineer, Location and Design Engineer, and Fairfax Preliminary Engineering manager. Cuttler’s teams have won two National Project of the Year Awards and a Governor's Technology Award while partnering with industry to significantly raise performance, innovation and customer service.

Prior to joining VDOT, his career included private-sector work and 11 years with Fairfax County Government in public works, transportation, and the park authority. He graduated from Virginia Tech with a Bachelor of Science in civil engineering. He is also a graduate of the Leadership Fairfax and LEAD Virginia programs. He is a licensed professional engineer in Virginia.
