ENROLLMENT NOW OPEN FOR 2022 VDOT TOLL RELIEF PROGRAM
Norfolk and Portsmouth residents encouraged to apply to enhanced program
RICHMOND – The Virginia Department of Transportation today announced the start of the 2022 Toll Relief Program enrollment period. Beginning December 1, 2021, Norfolk and Portsmouth residents can apply for toll relief benefits until February 15, 2022. The newly enhanced program provides 50% off 2-axle tolls for the Downtown and Midtown tunnels to qualified residents. This discount is offered for up to 10 trips per week.
To apply in-person, Norfolk or Portsmouth residents must bring proof of income and residency to the E-ZPass Customer Service Centers in either Norfolk or Portsmouth.

Once qualified, benefits will apply to trips taken on or after March 1, 2022. To qualify for the Toll Relief Program, participants must:
- Reside in Norfolk or Portsmouth
One of the following is required for proof of residency:- Driver’s license
- Utility, telephone or cable bill
- Checking or savings account statement
- Property tax bill
- Mortgage or proof of home ownership
- Rental contract
- Military documentation confirming residency
- Earn $30,000 or less per year
One of the following is required for proof of income:- W-2
- 1099-MISC
- One month of pay stubs
- IRS 1040
- Employer’s statement
- Self-declaration of no income
- Have or open a Virginia E-ZPass account
As part of the Elizabeth River Crossings / Commonwealth of Virginia agreement, ERC funds the program through a $3.2 million contribution to help offset the toll burden on those most financially and regionally impacted by the tolls at Elizabeth River Tunnels. This year will mark the sixth year of the Toll Relief Program.
Those interested are encouraged to apply early as reduced staff levels and patron occupancy may result in a longer than normal wait time. Please make sure to wear a mask and follow the instructions provided by staff when applying in person. Current program participants are required to re-enroll each year.
