VDOT held a virtual/online public hearing on Tuesday, October 12, 2021 beginning at 5 p.m. VDOT representatives made a presentation beginning at 5 p.m. and were present to answer questions after the presentation. The presentation is available for review after the meeting.

Project Details
VDOT proposes to construct a Restricted Crossing U-Turn (RCUT) intersection on U.S. 29 (Seminole Trail) at Route 662 (Shelby Road) in Madison County.
The RCUT intersection differs from a conventional intersection by eliminating the left turn movement from the cross street. To accommodate this movement, the RCUT intersection requires drivers on Route 662 to turn right onto U.S. 29 and then make a U-turn maneuver at a one-way median opening about 900 feet past the intersection. The new U-turn crossover location improves sight lines down U.S. 29.
Advertisement for construction is expected in August 2023, followed by construction beginning in late 2023.
Benefits
According to a recent study, the Federal Highway Administration found that RCUTs enhance safety, reducing crashes by 28 to 49 percent when compared to a stop-controlled intersection. Crash severity is reduced by 70 percent in fatal crashes and by 42 percent in crashes resulting in injury.
