Value Engineering
Assistance to Other State Departments of Transportation
Special emphasis is placed on accommodating other state, county and local governments requesting assistance in development of their Value Engineering (VE) programs.
Maine: In August 2000, the Maine Department of Transportation (Maine DOT) requested the Virginia Department of Transportation (VDOT) lead a VE study of the Augusta Third Crossing project and assist in development of their VE program.
A multi-disciplined VE study team was assembled from Maine DOT, the New Jersey Department of Transportation (NJDOT), the Federal Highway Administration (FHWA) and VDOT.
Recommendations focused on sequencing of construction and bridge design. The study resulted in a cost avoidance of $5.4 million, which was 13 percent of total costs. This enabled MDOT to meet FHWA VE requirements.
Indiana: In April 1997, the Indiana Department of Transportation (INDOT) requested that VDOT lead a VE study of Route 41 in northwest Indiana. The study introduced INDOT to VE methodology. Recommendations improved level of service and reduced pavement cost.
Colorado: In April 1998, the Colorado Department of Transportation (CDOT) requested VDOT lead a VE study of the Route 50 project.
A multi-disciplined VE study team was assembled from Colorado NJDOT, FHWA and VDOT. Recommendations provided improvements to interchange configurations and enabled CDOT to meet FHWA VE requirements.
Washington State: In May 2005, the Washington State Department of Transportation (WSDOT) requested VDOT lead a VE workshop on Projects SR 900 Widening and the SR 510 Yelm Loop Y3 Corridor Alternative. The study provided an opportunity for VDOT to exchange VE technology
Rhode Island: In May 2009, The Rhode Island Department of Transportation (RIDOT) requested VDOT lead a VE Study on the $35 million Washington Pedestrian Bridge (George Redman Linear Park) project.
At the 2011 American Association of State Highway and Transportation Officials (AASHTO) VE conference, the VE study resulted in $11 million cost avoidance and received the 2011 AASHTO Value Engineering “Honorable Mention Award.”
It was in competition with other states in the pre-construction engineering category for projects between $25 million and $75 million.
Additional studies have been conducted for Fairfax County and the Fairfax County Water Authority in Virginia.
VE presentations have been made to Indiana and Texas departments of transportation, delegations from Japan, Norway and Hungary and the Virginia Department of General Services.
