Highlights and Awards
1970: Initiated Value Engineering (VE) at the Virginia Department of Transportation (VDOT).
1990: Created VE Advisory Committee from VDOT executive management for program oversight. Also that year, VE was legislated by Virginia General Assembly (Section 33.1-190.1. Code of Virginia), becoming the first state with a mandated program. A $2 million project cost threshold was established.
1993: Assigned permanently as the Southeast regional representative of the American Association of State Highway and Transportation Officials (AASHTO) VE Task Force.
1994: First state department of transportation that developed and implemented a Society of American Value Engineers (SAVE)-approved Module 1, 40-hour training workshop.
1993 and 1995: Participated in U.S. Congressional Educational Reception in Washington, D.C., sponsored by SAVE International. VDOT became the first and only state department of transportation to receive the Congressional "Golden Shears" Award.
1997: Received AASHTO National VE Award for "Outstanding Process Study for Snow Removal." Received the Federal Highway Administration (FHWA) National VE Outstanding Achievement Award for state highway VE programs.
1999: Received "Outstanding Accomplishment in Government" award at 39th annual SAVE International Conference. Recognized as the best state government VE program.
2000: Performed a SAVE International-approved Module 1 VE workshop for representatives from Maine, New Jersey and Virginia departments of transportation.
2001: Expanded VE program by increasing special studies of processes and procedures. The $2 million threshold study requirement was raised to $5 million for construction and maintenance projects.
2002: Expanded VE program by applying VE methodology to non-construction projects and functional areas.
2003: Expanded the VE program by facilitating constructability reviews.
2006: Implemented a condensed VE job plan for use on low cost projects and conceptual reviews.
2011: In March, made a VE presentation to senior engineering students at Virginia Tech, and in November, made a VE presentation to engineering students at Catholic University in Washington, DC.
2012: Gave presentation on the VDOT Value Engineering Program at the government session of the annual SAVE-International Conference in Orlando Fla.
